As of March 2010 the Aruba customs has started to implement the Eseaclear system, http://www.eseaclear.com/  , for yachts visiting Aruba. As the vessel will have to be cleared both by Customs and by Immigration the captain will still need to do the paperwork for immigration separately. Arriving yachts will have to tie up at Barcadera harbor to clear before they can go to an anchorage or to the marina. For those yachts not using the esaeclear system customs and immigration forms can be found on the website of the Renaissance marina: http://www.renaissancemarina.com/clearance-procedures/

The following is the text from the eSeaClear Website: (www.eseaclear.com)

WHAT IS eSeaClear?

The Caribbean Pre-Arrival Notification system, eSeaClearTM, is a service that provides vessel operators the ability to submit electronic notifications of arrival to participating Customs offices in the Caribbean. Registered users can access the system to enter and maintain information about their vessel or vessels, crew and passengers. Prior to arrival at a new country the vessel operator simply ensures the information is accurate for the upcoming voyage and submits a new notification.

Upon arrival, Customs can access the notification information to process your clearance more efficiently and without the need for the Master to fill out the declaration forms. eSeaClear was developed working closely with Customs to ensure that small vessel operators had a faster and more positive experience when clearing in and out of port.

THE BENEFITS OF EARLY NOTIFICATION

The benefit of using eSeaClear is having the ability to store and submit your declaration information electronically so that you do not have to fill in declaration forms by hand at each country you arrive in. eSeaClear gives vessel operators the ability to:

  • Notify a country of a pending arrival
  • Store vessel characteristics and crew lists
  • Easily add or update crew and passenger information
  • Edit or cancel notifications if travel plans change
  • View historical notifications
  • Utilize stored information to easily create new notifications

By using eSeaClear to make your arrival notifications, you’ll be able to clear Customs faster and more efficiently so you can start enjoying your visit sooner. However, it does not replace clearing in and out of Customs.

PARTICIPATING COUNTRIES

It is the CCLEC’s intention to help prepare Customs administrations throughout the Caribbean region to accept eSeaClear notifications to better facilitate Customs clearances. The following countries are currently participating:

  • Anguilla
  • Aruba
  • British Virgin Islands
  • Dominica
  • Netherlands Antilles
  • Saint Kitts and Nevis
  • Saint Lucia
  • Saint Vincent and the Grenadines

As more countries become available, you will see them here and they will be available in the drop down list of Arrival Countries. Not all ports for each country may be eSeaClear ready. When creating a notification, only ports that are capable of receiving the eSeaClear notification will be available to you when selecting the Arrival Port.
