Decorated boats leave Crown Bay Marina and circle Charlotte Amalie Harbor in front of the Miracle on Main Street street festival, then return to Crown Bay for awards. The Chamber of Commerce and Department of Tourism co-sponsor it with support from DPNR and St. Thomas Search and Rescue.
