Norfolk’s 40-plus-year-old Great American Picnic ends with fireworks from a barge on the Elizabeth River off Town Point Park. The display usually goes up at 9:30 pm. Where to watch: From the water: the barge sits off Town Point Park with a 500-yard Coast Guard zone that covers much of the Elizabeth River’s Town Point Reach; spectator boats hold above or below it and off Portsmouth, clear of ship traffic. Ashore: Town Point Park, Waterside and the Portsmouth waterfront opposite.
