USVI Marine Charter Revitalization Plan Advances

USVI leaders and VIPCA discuss tax incentives, infrastructure upgrades, and growth plans for the marine charter industry.

Tax Incentives and Infrastructure at the Core

Albert Bryan Jr. met in July with leaders from Virgin Islands Professional Charter Yacht Association, including new Executive Director Kennon Jones and former director Oriel Blake, to outline a strategic plan aimed at strengthening and expanding the U.S. Virgin Islands’ marine tourism sector.

At the center of the discussion is the proposed Marine Charter Business Revitalization Act, a legislative initiative designed to stimulate growth through targeted tax relief. Key provisions include reducing gross receipts taxes to 2.5%, cutting income tax obligations in half, and offering fuel concessions. The goal is to support existing operators while attracting new charter and day-yacht businesses to the territory.


Infrastructure Upgrades to Support Growth

Beyond tax policy, infrastructure development is a major pillar of the plan. Proposed enhancements include:

  • Expanded mooring fields
  • Development of sail-up and swim-up beaches
  • Improved waterfront amenities such as dining and recreation

A portion of the Department of Tourism’s budget will also be directed toward promoting a broader range of marine experiences, including charter yachts, scuba diving, sportfishing, and other ocean-based activities.


Workforce Development and Local Impact

Governor Bryan emphasized the importance of ensuring that local communities benefit directly from industry growth. Plans include expanded vocational training programs and mooring projects aimed at creating jobs and building long-term capacity within the territory’s marine sector.

“These initiatives support our broader Vision 2040 goals,” Bryan said. “We’re proud to work with VIPCA to keep the Virgin Islands at the forefront of Caribbean marine tourism.”
